What Information Can Court Staff Provide?

A court employee attending the annual conference of district court employees receives a reimbursement for mileage and per diem. In the afternoon of the second day, he runs into a high school classmate and they spend several hours catching up at a coffee shop. The employee misses two conference workshops.

Is the employee's conduct inappropriate, and if so why?

1. The conduct is inappropriate because he is avoiding responsibilities for which he has received public funds.
2. The conduct is inappropriate because the employee is missing the opportunity to enhance his skills and stay as informed as his co-workers.
